There are limits on how many library users can be reading the ebook at one time. In the case of EBSCOhost, it is likely that only one reader is allowed at a time. See the note about EBSCOhost ebooks.

When you are being told that the ebook is already in use, you cannot access the ebook and will have to try again at a later time.
